Oregon Veterans' Emergency Financial Assistance Program (OVEFAP)
A one-time emergency grant that pays creditors directly for things like rent, mortgage, utilities, house repairs, emergency medical or dental bills, and emergency transportation for veterans and their immediate family in a financial crisis. Payment never goes to the applicant, only straight to the creditor.
Who it is for
Oregon veterans discharged under honorable conditions, and their unremarried surviving spouse, dependent child, or stepchild, who live in Oregon and have an immediate financial need. A veteran or family can only receive this grant once.

How you apply: Apply through a partner organization.
You apply through a Veteran Service Office or a certified Veteran Advocate, not directly to ODVA. Payment is sent straight to the creditor, like a landlord or utility company, never to the applicant.
How to apply
- Get the VS1024 application form from ODVA's website or your local Veteran Services Office.
- Fill it out with a cover letter explaining how the assistance will help you and whether you've already reached out to other support services, plus supporting documents.
- Turn it in to a Veteran Services Office or Veteran Advocate by the 10th of the month you want to apply.
Deadline: Applications are accepted every month, but must be turned in by the 10th of that month to be considered. (Rolling, apply any time)
