Edward T. and Mary A. Conroy Memorial Scholarship Program (Conroy Memorial Scholarship)
A state scholarship that helps pay tuition and mandatory fees for disabled veterans and certain military and public safety families. The maximum award for 2025-2026 was $13,689, capped at the tuition and mandatory fees of the highest-cost University System of Maryland institution. Starting in 2026-2027, MHEC sends funding allocations directly to participating colleges, which may set their own adjustments.
Who it is for
Maryland residents who are veterans with a service-connected disability of 25% or greater and who have exhausted or are no longer eligible for federal veterans education benefits. Children, stepchildren, and unremarried surviving spouses of service members who died or became 100% permanently disabled from military service may also qualify, along with certain 9/11 and Vietnam POW/MIA family members.

- Apply through your college or university's financial aid office. Do not send applications or supplemental documents to the Maryland Higher Education Commission.
- Submit your documentation of eligibility (such as your VA disability rating) to your institution by the July 15 deadline.
