Pays tuition and required fees, first priority given to Delaware public colleges, for the child of a service member who died from a service-related cause, or who is a POW or MIA. Can be used for up to four years of college.
Who it is for
Someone age 16 to 24 who has lived in Delaware for at least three years and whose parent was a Delaware resident and a service member whose death was service-related, or who was held as (or is) a prisoner of war, or who is officially missing in action. (State police officers and DelDOT highway workers killed on the job also qualify their children, but this is the veterans-facing version.)

How to apply
- Create a free Student Account at the Delaware Higher Education Financial Aid Portal.
- Complete the online application with your planned school, major, and activities, and file the FAFSA for that school year.
- Submit before the deadline; the office will contact you if they need more documents. You can also call the Delaware Higher Education Office at 302-735-4120 with questions.
Deadline: The application opens December 1 and closes at 4:30 p.m. on May 15 each year for the following school year. You must also file that year's FAFSA by May 15. (Annual cycle)
