Pays basic living expenses like rent, utilities, and vehicle payments when a financial hardship was caused by military service. First-time applicants can get one-time emergency assistance of up to $3,000, and the program has a $20,000 lifetime limit that the emergency payment counts against.
Who it is for
Service members and veterans discharged under honorable conditions who deployed, plus their families and survivors. The service member needs an Arizona connection: Arizona as home of record, Arizona National Guard membership at the time of deployment, deployment from an Arizona military installation, or proof of 12 months of continuous Arizona residency. The hardship must be tied to the military service.

How to apply
- Gather your DD214, two months of bank statements, two months of pay stubs, the past due or upcoming bills you need help with, and your VA decision and rating letter.
- Complete the online MFRF grant application on the ADVS website and upload the required documents; incomplete applications are not processed.
- Regular applications are reviewed at monthly advisory committee meetings, and approved checks are mailed to your vendors within 30 to 45 days; approved one-time emergency requests are paid within 5 to 10 business days.
Deadline: Applications are accepted year round with monthly cut-off dates before each advisory committee meeting, generally the third Tuesday of the month. One-time emergency requests are considered as soon as they are received. (Rolling, apply any time)
